Position Purpose:
The purpose of this position is to assist the highway superintendent in in-field supervision of employees working on all phases of Highway Department construction, maintenance, and repair operation. The Assistant will be responsible for maintaining and improving the efficiency and effectiveness of all areas under his/her direction and control. Enforce safety regulations. Work week is Monday-Thursday. $26-$28 per hour DOQ

The Assistant Superintendent will be working in all weather conditions and will be exposure to temperature extremes and inclement weather. Incumbents are required to traverse uneven terrains and are subject to the hazards associated with working near heavy and light equipment. The work environment is moderately noisy and at times very loud. Responds to emergency situations and may be called 24 hours a day.

Operates heavy and light trucks, heavy equipment, pneumatic tools, power tools, and hand tools associated with highway work; operates standard office equipment.
Interacts occasionally with other town departments and constantly with other department employees. Contact generally involves an information exchange dialogue.
Errors in judgment may result in time loss and delay, cause damage to buildings and/or equipment, result in serious personal injury and injury to others and have monetary repercussions.

  • Supervises crews engaged in street maintenance and repair projects.
  • Assigns employees to specific duties in accordance with their experience, abilities, and skills.
  • Obtains and ensures the delivery of the required tools and materials for a project. Ensures that the proper equipment and a qualified operator are scheduled.
  • Reports on damage and non-functional equipment. Ensures the normal service of assigned equipment is performed properly.
  • Ensures and monitors the safety of assigned workers; instructs workers in proper safety procedures.
  • Responds to after hour emergencies including inclement weather to operate snow plowing/removal equipment and performs other related operations and general labor duties during the emergency.
  •  Makes frequent contact with other department employees, other town departments, contractors, vendors, utility companies, engineers.
  • Operates vehicles providing roadway snow removal and sanding; May be asked to plow sidewalks, municipal and school parking lots.
  • Performs similar or related duties as required, directed or as situation dictates.

Recommended Minimum Qualifications:
Education:
High School or higher with experience in highway construction and maintenance work, including light and heavy equipment motor vehicle operation and field supervision; any equivalent combination of education and experience.

Special Requirements:

  • Massachusetts C.D.L. Class B License with airbrake endorsement is required. C.D.L. Class A preferred.
  • Massachusetts Hoisting Engineer License Class 2A is required.

Knowledge:

  • Thorough knowledge of department operations
  • Working Knowledge of the materials, methods, and techniques relative to public works and project/programs.
  • Knowledge of tools, techniques, equipment, and procedures used in motor equipment repair and maintenance.

Ability:

  • Participate in and supervise workers operating light and heavy motor equipment.
  • Supervise highway construction projects from detailed instructions given by supervisor and to determine the proper amounts of various materials, tools and equipment need.
  • To make minor repairs and adjustments to equipment operated.
  • Read engineering plans.
  •  Communicative effectively verbally with supervisors and subordinates.

Skill:

  • Reading and interpreting blueprints.
  • Operating above mentioned tools and equipment.

Must have the strength and agility to climb, lift, balance, carry, build, operate tools and perform other physical functions associated with work responsibilities. Must have the ability to operate light, heavy trucks, and equipment. May be required to lift equipment weighing over 100 pounds. Required to stand and walk for long periods of time; occasional requirement for sustained uncomfortable physical positions. Vision and hearing at or correctable to normal ranges.
